Let's Talk: Zoning Initiatives

Three separate zoning initiatives are up for consideration this fall. All of them will carry major implications for development in Oakland, and each one will need your input! At this month’s Let’s Talk, we will be offering an explainer for each of the three proposals: 

  1. Department of City Planning proposes to complete the re-zoning of North Oakland as recommended by the Land Use Plan of the 2022 Oakland Plan. The area in question is currently a mixture of multi-family residential, urban industrial, and Oakland Public Realm districts. DCP proposes to simplify the map by making most of this area urban center – mixed use (UC-MU) and preserving commercial uses with a smaller area of urban center – employment (UC-E). 

  1. Through a separate initiative, DCP is proposing city-wide zoning changes that address the findings of the 2023 Pittsburgh Housing Needs Assessment, including expanding inclusionary zoning citywide, reforming parking minimums within the zoning code, legalizing accessory dwelling units (ADUs), and changing zoning around three busway/T-line stations to encourage transit-oriented development.

  1. The Department of City Planning (DCP) and City Council are proposing updates to city code to ensure Pittsburgh’s zoning complies with the Federal Fair Housing Act – and notably for Oakland, this includes a proposal to expand areas where universities can construct dormitories.
