The Department of City Planning (DCP) launched the Registered Community Organization (RCO) program in 2018 to facilitate communication between the city, neighborhoods, and developers. OPDC is one of three RCOs in Oakland, together with Oakland Business Improvement District and Oakcliffe Community Organization.
RCOs host Development Activities Meetings (DAMs) to allow everyone the chance to review proposals and ask questions. Where RCO boundaries overlap, it’s the city that hosts the DAMs.
