The Department of City Planning has proposed city-wide zoning changes that address the findings of the 2022 Pittsburgh Housing Needs Assessment, including expanding inclusionary zoning citywide, reforming parking minimums and minimum lot sizes, legalizing accessory dwelling units (ADUs), and changing zoning around three busway/T-line stations to encourage transit-oriented development.
All five of these measures were originally bundled into a single legislative measure, but as the result of extensive public engagement City Planning set the transit-oriented development component aside; Council considered and passed minimum lot sizes as a stand-alone bill; and the content of the inclusionary zoning portion of the bill is now under review.
Status
City Council voted to amend Bill 2025-1545 at its Standing Committees meeting on October 15, 2025, and has referred the bill back to the Planning Commission for review.
