November 2021 update: The PUC approved PWSA's changes to water and wastewater conveyance rates and the adoption of a new stormwater management fee. The new rates will go into effect on January 12, 2022.
The Pittsburgh Water & Sewer Authority (PWSA) proposed a new management plan at the August 31, 2021, Oakland-Wide meeting. With the hope to reduce sewage pollution, the primary pollutant in many urban areas, the PWSA announced a new stormwater management fee to restructure how property owners in Pittsburgh contribute to our water system. The new fee will be measured via the porosity of surfaces on a property, which is different than the city’s current structure, which measures stormwater via water usage. This investment in green infrastructure aims to ensure a more equitable way to capture excess runoff and help build a more livable city. In addition, PWSA announced a proposed settlement in coordination with the PA Public Utility Commission (PUC) regarding its 2022 and 2023 water, wastewater conveyance, and stormwater rate proposal. The $21 million revenue increase phased over the next two years has yet to be reviewed by the PUC administrative law judge and full Commission, but plans to finalize by December 16, 2021.
